General Information
In 2007, the Virginia Legislative Assembly adopted the nation's latest impact fee statute. This course will review Virginia's new statute in the context of national practice. Our curriculum is designed for professionals in planning, engineering, and administration, as well as for local officials and members of the development industry involved in road impact fee policy. Although geared to Virginia, the principles are broadly applicable to the 27 other states with impact fee statutes and most of the rest. The program will cover the following topics:
RegistrationThe registration fee of $425 includes continental breakfast and coffee both days. Participants will also receive a workbook containing related materials and publications. Sign up by March 27 to avoid the $50 late fee! COURSE INSTRUCTORDr. Arthur C. Nelson, FAICP, is considered one of the nation's leading authorities on impact fees, proffers, and exactions. He has led many national workshops on impact fees for professional groups. Dr. Nelson is Co-Director of the Metropolitan Institute and Professor of Urban Affairs and Planning at Virginia Tech's Alexandria Center. Dr. Nelson’s extensive experience includes: writing Virginia’s Road Impact Fee Guidebook; co-authoring the Georgia impact fee statute; assisting in the preparation of impact fee statutes adopted in several other states; drafting more than 100 impact fees across the nation; and serving as an expert witness in court on impact fee issues for public and private sector clients. Dr. Nelson is the author or co-author of numerous publications, including: Development Impact Fees; A Practitioner's Guide to Development Impact Fees; Water, Wastewater and Stormwater Facility Expansion Fees; A Guide to Impact Fees and Housing Affordability; HUD's Impact Fees and Housing Affordability: A Guide for Practitioners; and APA's forthcoming Impact Fees: Principles and Practice of Proportionate-Share Development Fees. ACCREDITATIONThis course is eligible for 1.4 Virginia Tech CEU credits and may qualify for other types of professional education credit.
