General Information

Background: The recent American Planning Association (APA) Task Force Report on Paying for Growth begins with a startling set of assertions:
- Most communities do not have a fiscal sustainability component as part of their comprehensive plans.
- Most planners do not understand the elements of the fiscal equation and how they influence the fiscal results for various land uses.
- Some communities have applied the results of fiscal impact studies in an inappropriate manner, using the results to support exclusionary, or “fiscal zoning.”
- Other than impact fees, many planners are unfamiliar with the revenue sources and funding mechanisms available to fund growth-related needs.
- Most fiscal analyses are prepared for individual projects and the results are not viewed within the larger context of the comprehensive and capital facilities plans.
This course will give planners the background and tools they need to respond to these issues in a way that promotes sustainable economic growth.

Participants will receive a workbook containing professional literature related to paying for growth and the specific applicable tools used in exporting costs. Also included will be a CD of the lecture notes.
Instructor BioS
Dr. Terry Holzheimer is a member of the adjunct faculty at Virginia Tech in the Urban Affairs and Planning program. He teaches The Urban Economy and Public Policy and Economic Analysis Methods and also lectures on other elements of economic development and paying for growth. He serves full time as the Director of Economic Development for Arlington County, VA and has previously held professional positions in Loudoun County, VA and Dade County, FL as well as with the National League of Cities and a number of planning and real estate consulting firms.
Dr. Holzheimer received his Ph.D. in Public Policy with a specialization in regional development from George Mason University. He studied Urban and Regional Planning at the University of Miami and has a B.A in Economics from the University of Florida. He is currently Chair of the Divisions Council of the American Planning Association and is a Fellow of the American Institute of Certified Planners.
Alex Iams is a Commercial Development Planner in the Real Estate Development Group at Arlington Economic Development (AED) and is responsible for economic development elements of the County planning process. Prior to joining AED, he worked for the Council of Development Finance Agencies (CDFA), the International Economic Development Council, and the City of Dublin, Ohio.
Mr. Iams earned a Master of City and Regional Planning from the Ohio State University, and a Bachelor of Arts in Philosophy from the University of Washington. He is the author of Targeted Area Redevelopment: Area Wide Improvements for Community Revitalization and editor of the Tax Increment Finance Best Practices Reference Guide. His writing has also appeared in Economic Development Now, Economic Development America, CDFA Update, and Ohio State Engineer. Mr. Iams has been a speaker at the American Planning Association (APA) national conference, the Virginia APA conference, and the CDFA Tax Increment Finance Workshop. He has also served as a guest lecturer at several university planning programs.

The registration fee of $495 includes: two full days of instruction; continental breakfast and coffee both days; and a workbook and CD of course-related materials.

Accreditation
The Planning Academy (through the School of Public and International Affairs) is a certified AICP provider and this course will be submitted 12 CM credits. All registrants will also receive 1.4 Virginia Tech Continuing Education credits.
